The regime that changes a project’s timeline
Large investment projects in Greece rarely stall for want of funding. They stall in licensing: spatial planning, environmental consent, forestry classification, archaeology, building permits — each with its own authority and its own queue. The strategic investment regime under Law 4864/2021 exists precisely for this. It moves a qualifying project into a centralised, accelerated process and unlocks incentives that are not available through the ordinary route.
The law sets out distinct categories, from flagship investments of exceptional significance through to fast-track licensing investments, each with its own thresholds for investment value and, in some cases, job creation. Admission is not automatic. It is decided by the Interministerial Committee for Strategic Investments on an application filed with Enterprise Greece, assessed on the project’s viability, financial capacity and development impact.

Which projects can qualify?
The law defines distinct categories with different thresholds for investment value and, for some, job creation. Sectors covered include tourism, energy, manufacturing, logistics and infrastructure. We verify the thresholds in force for your specific project at the first assessment — they have been amended before, and we deliberately do not publish them here as fixed figures.
How long does admission take?
Mainly it depends on how mature the file is when it is submitted. A project with evidenced funding, secured land rights and advanced studies moves substantially faster than one filed at concept stage.
Is the regime open to foreign investors?
Yes, with no distinction by nationality or place of establishment. In practice the project is delivered through a Greek corporate vehicle, and that structure is designed alongside the application rather than after it.
Does admission guarantee the project proceeds?
No. Admission provides a faster route and access to incentives; it does not replace the substantive consents and does not override environmental or archaeological constraints. It also carries commitments, and failing them withdraws the benefits.
